The Duty to Manage Asbestos (Regulation 4) of the Control of Asbestos Regulations 2012 places a duty on those responsible for “non-domestic” premises to manage the risks from asbestos and ensure they protect the health of their employees and those who work in, or access those premises.
Similarly, where employees are sent to work in other peoples premises, there is an equal duty to ensure that they are not placed at risk from asbestos.
Unless there is a clear direction, it’s unlikely you can achieve this level of compliance
and even if, by chance you do, it’s unlikely that you will be able to demonstrate that compliance. It’s essential that organisations have a clear, defined policy, procedures and system in place for the Management of Asbestos which is efficient, but also measurable and demonstrable.
